Yes, You Can Pave Asphalt Over Concrete
That is the short answer. Technically, you can pave asphalt over concrete. Concrete is already very solid and is installed in slabs. It can be over stable soil or unstable soil and still hold pretty well. Many miles of concrete roads become the base for asphalt pavement in the United States every year, and why not when you already have a relatively solid foundation?

Is Paving Asphalt Over Concrete Recommended?
The risks are all about the nature of concrete and asphalt. Concrete slabs have expansion joints that allow for cracks to form due to the natural concrete expansion and contraction. Fluctuations between freezing and warm temperatures make the concrete expand and contract.
You have an even greater risk of cracked concrete if the concrete covers unstable soil. Concrete can sometimes be a bridge over unstable soil because it is so solid. Over time, the soil can shift and cause the concrete slabs to shift also.
Although there are measures to minimize asphalt cracking available, the asphalt will likely crack where the concrete has cracked underneath it. Asphalt pavement can use concrete as a solid base, but it needs to be compacted and is malleable to the movements in its base.
It does take more time to complete a paving project when you remove the old concrete first. However, concrete is recyclable, and your pavement is more likely to last longer when you start fresh.
